The environmental stakes for Latin America loom large as world trade officials convene in Seattle, Washington, this month to consider launching a “Millennium Round” of talks on the future of international commerce. But equally prominent are disagreements on how—or even whether—environmental concerns should be handled in the context of such negotiations. The 134 member-nations of the World Trade Organization were scheduled to begin their five-day ministerial meeting on Nov. 30. The main goal: to define an agenda for global trade talks that would start next year. There is widespread support among developed countries for comprehensive talks.
