In the first such prosecution, the manager of a Mexico City automobile-inspection center faces so-called “ecocide” charges for allegedly rigging vehicle-emissions tests. Juan Carlos Rosa Rosales, 38, could spend from three to eight years in prison if found guilty in the criminal case. And the center, Span Verificentro on Avenida Álvaro Obregón, in the city’s central Roma neighborhood, has been closed and may never open again. Rosa Rosales was arrested Feb. 21 at the center after inspectors allegedly discovered a piece of string tied to the needle of an emissions-measuring device.
