Argentina appears determined to reassert itself as a Latin American leader in nuclear power, and—on paper, at least—this year it plans to take major steps in that direction. The government of President Cristina Kirchner says that before 2011 is over, the country will complete its third nuclear-power plant, start construction on a fourth and begin producing enriched uranium.
