Long-running conflicts over tourism development and environmental preservation are boiling over in Mexico’s Pacific coast resort of Zihuatanejo, Guerrero state. The immediate flashpoint concerns the future of the old municipal pier used by small-boat owners and by tenders that transfer passengers from cruise ships anchored in the bay. In a move to modernize the facility, the federal Secretariat of Communications and Transportation (SCT) has granted a 25-year concession, turning over management of the pier and the port from the SCT to a federal agency active in tourism promotion—the National Fund for Tourism Development (Fonatur).
