Twice, developers have tried to place luxury hotels, golf courses, and rows of villas along the gentle arc of a pristine beach on the Gulf of California. And twice, a public outcry has foiled their plans. Now, a new project is in the works, one developers promise will respect the environment. But opponents, including scientists and environmentalists, argue there’s little to distinguish the new vision from earlier ones, and they vow to block it.
